The Agents of the Handicapper General's job is to locate and always have on their watch people with superior skills to others. For example, when someone like George is more intelligent than average they will put on a handicapping device to shock them so that they dont think to much.This is basically how they inforce all their laws by using the handicappers general, they control anything that is not at the standard mediocre level.
This is the same form of government that was shown under Benito Mussolini and the Italian fascists. They push mediocrity ad though it were a law (well, it is) and anyone who questions authority is as good as dead. Mussolini had the blackshirts called fascistas that would find people who were spreading "slanderous filth" against the regime. The only thing is, they weren't. In most cases, the people who were either arrested, beaten, or killed were telling the truth. A society where progressive thinking, or really just any kind of thinking, is punishable by death is not very equal at all.

The functions of the agents are in a way like religion. I mean, because most of the time in the past many leaders would use diferent kinds of technices to spread their religion, like murdering any person from the opposite religion etc. In the story the agents of the United States Handicapper General basically hunted the people that differ from others for their abilities, or anything that stand out of them.
The Handicapper General's jobis basically to make people dumb. They don't want them to really think so that all they do is what the government wants them to do. They make sure that people that think too much are constantly distracted by loud noises so they can't form any ideas and other people that have great physical strength are burdened with extra weight so they will not be better than anyone else. These are the threats they are fighting against. The threat of anyone being better than average which would destroy the equality. The Handicapper General is there to ensure equality is achieved.
The function of the agent of the United States Handicapper General is to keep calm over society. The agent combats threat like boycott and revolts over laws. It is enforced with guns and heavier handicaps.
The Agents of the Handicapper General are people of the government ready to locate and possibly eliminate those who defy the law. In the story's case, Harrison Bergeron defied the law and took off his handicaps and showed individuality. These agents must be equipped with better weaponry and most possibly be smarter, stronger, and faster than those who break the law. But wouldn't they also be breaking the law by being that? And if so, what if someone would spark a conspiracy against the government within the Agents of the Handicapper General?
Anyways, they are the law enforcers, kind of like the police on a worse scale. Everything, according to the government, must be mediocre. All of this is kind of what Mary said. Nathan is also right, and I agree with him, about Mussolini's regime in Italy. Please read his entry.
The Agents control the skill level of different people. It is exactly like a Role Playing Game. Everyone has to be at the same level, and the Agents control that.
The functions of the agents of the US-HG is to eliminate threats to society like people who don't wear their handicaps and become too powerful. As for what political processes that could lead to an 'equal america' would be a huge equality movement. Another Martin Luther King Jr. but stronger and with more people behind him or her. This mediocrity is achieved by close vigilance to see how strong people become or how beatiful or graceful or agile and fast. These people are evaluated and handed handicaps to disrupt them.
The functions of the agents of " the US Handicapper General" are to balance people in everyway they could do. Difference creats greed for a better life than others around a person, which leads to many other threats in survival. The government could create many method in leading the people to the current stage of life, such as fear.
